If you do leave and make a team from another city, does that mean you're blacklisted from ever re-joining your home city in future years?

Stick it out in your home organization until It gets better or your kid gets better.
Or leave in hopes of being on a better team and developing somewhere else.

You can’t have your cake and eat it at the same time.
An organization that blacklists a kid for going somewhere else is the very reason why a kid should go somewhere else.
It sounds like that organization isn't really in it for the kids at all. If they were, they'd be working diligently on solving the problems and making sure that players don't want to leave, not punishing them for highlighting the organization's problems.
