The team that drafted him owns his rights until he's 18. Unless they trade him or give you a release, you can only affiliate to that CCHL team. Rarely do they give releases

The only thing I see regarding age and rights is for removal from a Team's 40 player list at age 19:
A player who is on a Team’s protection list, who is offered a Junior ‘A’ card by that Team, but refuses to sign said card can be placed on that Team’s 40-Player List and remain on said list until August 1st of that player’s 19th year.
As for emailing the league, great idea, but I want to know what I'm talking about before asking questions.

Yes. CCHL teams, just like other leagues, need to watch how they treat players. If a player continues to develop and now is a legitimate Jr.A player, they can consider ALL options, not just the one team that drafted them. How they were treated, may impact their decision.

Actually the number was over 160. EHL is geared to 19-20 year olds wanting to play college hockey and has a good history of league management. D3 hockey has some amazing programs (the top 10-15 could beat the lower end D1s). The quality of the hockey is very good and getting better. I don't think people realize how hard D1 is to get into for Canadians. The US is cranking out players in at an insane pace. I am hearing more kids looking at ACHA Div 1 (also known as club hockey). Whether or expensive or not depends. I know if a player has a 3.5+ GPA, there is more aid (merit) money. Point being, lots of options for kids and don't think they are too expensive. Billeting has become a real issue. Teams can't find good billet homes or at least enough to house what they need for away players. I know some teams have chosen local players at the expense of players needing billet homes. In the US it is more common to rent homes and have 4-5 players live in one. My friend's son got a D3 offer. School is $45 K US a year. They gave them 15$k. $30 K US, then health insurance, and other expenses and it's about $42K Cdn a year. Hockwy is ok at best and school is a big unknown. Then you add in travel to get home twice a year, sure bud that's worth it.
Even D1 schools in the US, some are very low quality academically.
