Meaning not all those invited to participate actually do and so they go to the waitlist to make sure they have 16 goalies (2 per team).

Not sure what you mean… 16 goalies take part in the combine. More than that are initially invited to apply. 16 are chosen from the applicants and the rest (100+ players and goalies are invited to apply) are emailed that they are on the waitlist should someone back out or decline taking part. Clear enough for you?

So who are the 16 goalies? And for players, who declined taking part? OHL doesn’t release the rosters until a day or two before the combine
