If coaches are not equally distributing ice time at u7 that’s a problem. The kids are 6. It may vary by coach but at this age most coaches are not that crazy. I'd say there are very few programs at this age that are not just rolling lines. there are three ways to do things:
1. Roll the lines no matter what
2. Roll the lines until its 3rd period, and within a goal either direction.
3. Play time is earned based on results/effort/situation.
Nothing inherently wrong with any of the three approaches. pros and cons for all three. However, it should be communicated clearly at the beginning of the season and stuck to.

Can’t speak for all teams because there are crazy coaches/parents out there. We rolled our lines all season and might use a PP/PK line in the third in a close game. Last few minutes of a close game, our best players played. Pretty much the OMHA guidelines for U10 AAA.

Kids not getting equal ice in U9 is a major problem too.
