Why is it that the kids with the “elite hockey player” profiles created by their parents are the same kids who join new teams every single year?

I hear the MB had a few de commits not sure if he filled them yet but the top teams are set with the exception on a player or 2 incase a AAA kid can't find a AAA spot. They also have kids hanging around waiting for those spots
