Do teams complete a tryout process to build their squads. Or solely built off being invited to play?

If the teams are picked why hold evaluations this month for the bulldogs?
Former parent of a brick kid. The teams aren’t fully chosen until March. Kids are chosen from a combo of attending the evaluations (my son went to one Ph and one TB in the summer) but mainly both organizations attend many games for months and will watch your child play. Also loyalty plays into it. If you haven’t been a bulldog since pup and another kid has and same level talent they are choosing the kid that’s been a bulldog for years. My kid wasn’t chosen until middle February.

Is the evaluation process from a 'third party'? Outside of Coach or any member of the existing Bulldog team.
