Clearly you place the emphasis on "participation" and thats fine...the hockey community understands and that why there is a division that would suit your expectations of "equal ice" perfectly. In fact there are more leagues / teams in this division, compared to the most competitive divisions where coaches do shorten the bench to win games.
Given that "equal ice" divisions offer more opportunity to choose from, I'm not sure why you have an issue with the more competitive divisions, with fewer teams to choose from?
But being responsible for your own actions unfortunately is not for everyone in nowadays society. Too bad you are one of those people.

I believe there is a limit to the number of games a player can AP...until playoffs start. IF the APs team is done for the season, then he can AP for the remainder of the season.
